Dell.. what's the deal?

So I've been talking to my small business "rep" for the past couple weeks just trying to get a quote for some M4800 laptops. My rep that was assigned was Paul Sorbo. I received an email yesterday that you guys had moved some accounts around. I have 3 users left to move over to Windows 10 and an MDT server I wanna mess around with. Can someone assist me with getting this done? 2 weeks without a quote for 5 machines is a bit ridiculous imo.
