Dell Precision T3600 won't boot with DIMM3 or DIMM4 populated after CPU upgrade

Hello,

I have a T3600 workstation (original configuration of Xeon e5-1607 CPU and 16 GB of RAM (4 x 4GB).) The Tech specification says an E5-2665 8-core processor and up to 64 GB of ram should work, so I purchased that CPU and a 32GB Kit (4 x 8GB) of ECC RDIMM RAM that matched the Dell Tech spec's of compatible memory, and also was listed on Crucial's website. ( DDR3 PC3-12800 • CL=11 • Registered • ECC • DDR3-1600 • 1.35V ) I always double check against separate sources for compatibility.

After the upgrade, the machine will only boot with 16GB of RAM (Dimm1 and Dimm2). If I install any additional memory, the machine will power up with a white power button for about 10 seconds, then shut down for about four seconds, then repeat in a loop. I tried different memory modules and I get the same result.
