Dell Inspiron 11 3162 Series 11.6" keeps loading after the dell logo at start

I have A Dell Laptop Inspiron 11 3162 Series 11.6" that will start normal and show the Dell logo.After the dell logo goes off it will bring this rolling loading circle on a black screen and it will load for ages and nothing happens.I managed to get to Advanced setups and the only option what is working is starting it in safe Mode.But in safe mode I can not do a lot of things.If I restart normal i just keep on lendind to this loading black screen.Is there a way to  resolve this problem?
