Slowness with a PowerEdge T310

Gang, my brain hurts from trying to figure out the issue with this new server I've rolled out.

It's a PowerEdge T310 with a 2.4ghz quad core Xeon, 4GB RAM, 4 - 500GB SAS HDDs in RAID 10 running Windows Server 2003 R2 64 bit Standard and it is sooooo slow.

It's fully patched and the BIOS is up to date. I've checked the drivers for the RAID array (PERC 6) and chipset drivers, virtual memory (8192MB on D:\), processor and memory performance options set to Programs. The C:\ is defragged and only 33% full. I've checked the health of the array and drives and they are good.

I can do a reboot and be the only person on the server, logged directly in to the console and see performance much worse than our 4 year old 1GB RAM single core CPU desktops. When I open any application it puts the CPU at 25% and takes a long time to open. Excel for instance takes about 25 seconds to open while my laptop opens it in 4 seconds.

Does anyone have any thing else I'm overlooking, or a similar experience on other Dell servers?
