Need reinstall help for a Dell lat xt

I have acquired a used dell xt tablet but the HDD failed, now After replacing the hardware I find that My Dell Oem XPpro just wont cut it, that and Im having some issue creating the install USB drive, It is a 4gb Flash drive.
