Dell PowerEdge 1950 in 2017. A few questions...

I have a client with a strict budget who would like to spin his own local enterprise server for mainly file sharing. Files are 25-250mb CAD files mostly, and other office docs.

I thought of making a RAID 10 of 4 x 2 TB drives. Would the default raid card (PERC 5/i) supports this?

I would run Windows Server 2012 on it (I heard it's not officially supported but I read many success stories about it so I'm curious if you have any advice on that).

This server would be connected to a switch on the network and would replace an old 2003 server.

I'm curious to know if the 1950 is still a viable option in 2017 as its price is very low and the cost to efficiency ratio seems pretty good? Any pros/cons that I should be aware of is greatly welcome.
